C.L.C.N.D. considers use of biodiesel, by Barbara Moore



Chambers-Liberty Counties Navigation District held its Regular Board Meeting June 17, 2008. Laura Wilson, Economic Development consultant, discussed the current expense reports for the CLCND Economic Development Corporation. She reported that she has been spending most of her time last month working with a new prospect in Liberty, and they are wrapping up the First Impressions project with Silsbee and Liberty. This program called for certain volunteers to evaluate each other's city, and give their "First Impression." These evaluations would be considered by each city to learn where certain areas may need improvement. The Board approved both her progress and expense report.

Consultant Pudge Willcox said changes have been made to what is thought to be the final draft of the contract with the City of Houston and Coastal Water Authority (CWA) for water projects on the West side. He returned to CWA for their input and hopefully the final contract. The changes are based on the elevation survey done at the site that would allow water to feed by gravity, and eliminate the need for a pump station on the canal.

Mr. Willcox reported on three other items he is working on. One is the amendment to CLCND's Certificate of Adjudication to handle the CWA pump site as another diversion point and that application is almost ready to be submitted. The second is the amendment to the Region H Water Plan where there are questions CLCND needs to answer for the Water Development Board to get that approved. The third item concerns setting up meetings with BAWA and Mont Belvieu regarding the water facility.

The Board discussed the Texas Water Development (TWD) Board's low rating for water plant funding. After reviewing the information available, it was decided the problem was with the erroneous number used for population. Mr. Willcox was asked to get in touch with TWD with a corrected number and ask for a re-calculation, which should provide a higher rating.

Mr. Lawrence Spence, a third grade science teacher at Crockett Elementary School in HISD, spoke to the Board regarding the use of biodiesel for the District's boats. Mr. Spence brings his classes to the Waterborne Education Center often and expressed concern for the environment by diesel emissions (not just from boats, but all diesel-fueled vehicles). He is researching the pros and cons of using that type of fuel in boat motors with a biodiesel distributor in Houston. The Board was receptive to his presentation, and asked Mr. Spence to return with clarification on some items and additional information in other areas.
